Purpose and scope
Securing installations is essential if equipment could become uncontrolled during maintenance work or when troubleshooting a malfunction. NEN 3140 already included the "Five Safety Rules," but these primarily concern securing electrical energy. Because other forms of energy exist, such as hydraulic energy, kinetic energy, pneumatic energy, etc., it's important to first determine which energy needs to be secured. This is essentially what LOTOTO stands for: Lo: Lock out, To: Tag out, and To: Try out.
The lock prevents unauthorized activation of the system. Each subsequent employee who comes to perform work must also install their own safety padlock on the hasp. Before the system is reactivated, the employee who installed the first padlock and hasp must check that the area is safe.
Lock Out
Install a (Loto) lock to secure mechanical, electrical, hydraulic, or other energy sources. If multiple people are working on the system, also use a lock hasp.
Tag Out
Display the label clearly to make it clear that this installation has been switched off.
Try Out
Before starting work, try switching the system on and off to determine whether the lock is working. In other words, whether the energy source is secured.
Procedure
- Inform those involved about the work that will be carried out.
- Determine which energy source needs to be secured (electrical, hydraulic, pneumatic, mechanical, etc.)
- Lock the energy source with a padlock and lock multiplier (Lock out)
- Check if energy has been removed (Try out)
- Tag out 'Do not switch'

Step 2: Disconnect energy sources Determine what type of energy needs to be disconnected (electrical, mechanical, pneumatic, hydraulic, etc.) |

Step 3: Lock-out: Lock with a padlock and lock multiplier Install the hasp and personal lock. If multiple technicians are working on the installation simultaneously, everyone must insert and lock their safety padlock into the hasp. Everyone installing the lock must keep their own key with them at all times. |

Step 4: Try-out: Check if the energy has been removed. Lock out all energy sources with the appropriate lockout equipment (see photos) to shut off the power to the equipment or machine. Use a lock and/or hasp to prevent anyone from operating the switch or shutoff valve while work is in progress. |
